The Foundational Notifications
Gujarat Special Investment Region Act, 2009
What it is: the parent legislation. Dholera exists as a legal entity because of this Act, not because of any smart city scheme. Why it matters: it created the framework for the SIR, the development authority, and the Town Planning scheme mechanism that turns pooled agricultural land into serviced final plots. Every question about whether your plot is "legal" ultimately routes back to this Act.
Dholera SIR declaration and Development Plan
What it is: the Government of Gujarat declared the Dholera Special Investment Region and, in September 2012, sanctioned the Development Plan. Why it matters: this fixed the boundary. The notified SIR boundary is the single most important line in Dholera. Land inside it goes through DSIRDA's pooling and planning process. Land outside it does not — no matter how the brochure is worded.
Formation of DSIRDA (February 2010)
What it is: the Dholera SIR Development Authority was constituted to plan, regulate and execute development. Why it matters: DSIRDA is the authority whose approvals matter for layouts and building plans. If a project claims approvals from a body that isn't DSIRDA, ask which body and why.
Sanction of all six TP schemes
What it is: the six Town Planning schemes were sanctioned under the SIR framework. Why it matters: this is what makes "which TP scheme?" a meaningful question with a legally checkable answer. A project that cannot state its TP scheme and final plot number is not describing a plot inside a sanctioned scheme.
Environmental clearance from MoEF (September 2014)
What it is: environmental approval for large-scale infrastructure and industrial development. Why it matters: it removed the single biggest category of legal challenge that stalls greenfield projects in India for a decade.
The 2024–2026 Notifications That Changed the Picture
Union Cabinet approves the Tata–PSMC semiconductor fab — 29 February 2024
Summary: the Cabinet approved a ₹91,000 crore semiconductor fabrication facility at Dholera, developed by Tata Electronics with Powerchip Semiconductor Manufacturing Corporation of Taiwan. Foundation stone laid by the Prime Minister on 13 March 2024. What changed: Dholera stopped being a real estate story and became a national industrial priority. The Cabinet also approved three semiconductor proposals in total — two in Gujarat, one in Assam — at roughly ₹1.26 lakh crore. Why investors should care: this is the anchor. Bhimnath–Dholera rail line — approved by NICDIT Board of Trustees
Summary: approved; land acquisition in progress as of the May 2026 corridor status report. What changed: freight rail moved to the land acquisition stage. Why investors should care: this is industrial logistics, not passenger movement. Track it. Don't price it in — no public completion date exists.
Land allotment status — corridor report, 31 May 2026
Summary: the State has transferred 48.31 sq km to DICDL with matching equity of ₹2,784.83 crore released. 12 plots totalling 504 acres have been allotted, of which 436 acres are industrial with Tata Chemicals as an anchor. 1,083 acres of industrial land and 1,032 acres of commercial/residential/other land remain available for allotment. Why investors should care: this is the truest demand signal published anywhere. 504 acres taken against roughly 2,115 available means industry is arriving, not arrived. Solar park commissioning
Summary: of the planned 1,000 MW Dholera Solar Park, 300 MW awarded to Tata Power Solar has been commissioned. The balance is phased. Why investors should care: clean, reliable power at scale is part of why the fab chose Dholera. It's infrastructure that already produces something.
Two Gujarat-Wide Changes That Hit Your Bill
These are not Dholera notifications. They will cost or save you more money than most Dholera notifications will.
Jantri rates doubled — April 2023
Gujarat's jantri (government-notified minimum valuation) rates doubled statewide in April 2023, with further revision processes since.
Why this matters more than you think: stamp duty in Gujarat is charged at 4.9% on the higher of the jantri value or your agreement value. If the jantri rate for your survey number exceeds the price you negotiated, you pay duty on the jantri figure regardless. The Sub-Registrar will insist, and you cannot negotiate it away.
What to do: verify the current jantri for the specific survey number on the GARVI portal before you agree a price. Not after.
NA premium reduced from 30% to 10% of jantri — effective November 2024
The premium payable on non-agricultural conversion was reduced from 30% of jantri to 10%.
Why this matters: NA conversion is the step that makes land legally usable for residential or commercial purposes. This change materially reduced the cost of that step. If someone quotes you a conversion cost based on the old 30%, they are working from stale information — or hoping you are.
